Jose David Lapuz, a former professor at the University of Santo Tomas, was appointed as presidential consultant for education,and soon after it became public, it resonated with his former students. Current president of Philippines, Rodrigo Duterte, assigned Jose David Lapuz, and signed the order of appointment on February 17, 2017.

Mr. Lapuz is a teacher at Polytechnic University of the Philippines, and he was previously the president’s teacher of political science during his years of studying at the Lyceum of the Philippines university.

Later on, Rappler, an online news resource in Philippines, gave evidence of the plagiarized parts, identifying 20 of 61 articles in Mr. Lapuz’ book. His book consists of the articles and speeches he gave earlier, so self-plagiarism is what constitutes professor’s works. The book “Perspectives in Politics: Public and Foreign; Rationalizing the Irrationalities of Politics” was published in 2005 in the University of Santo Tomas and it consists of the sentences and phrases lifted from different sources of international authors given without attribution.

The Professor’s and His Former Students Relations

The professor acknowledged his works contained plagiarism, and apologized for that. However, his students were dissatisfied with professor’s nomination, and they have a number of reasons. First, and foremost, those students who had Mr. Lapuz classes, complained about him imposing discussions about him as a teacher, instead of talking about the main national hero Jose Rizal.

Mr. Lapuz sent the answer to all the accusations of Rappler and other teachers. Some of the professor’s former students commented on him as the Chief of Higher Education who is in charge of the public and private higher education in Philippines, saying that he is not the best candidate for this position as he violates academic integrity policy, and narcissism is his formal trait.

Ms.Licuanan’s, the Former CHED, Appointment

Patricia Licuanan is a former Chief of Education, and she was appointed by President Benigno Aquino III, and she may hold this position till 2018, yet that is impossible as the president has a right to appoint another person, the exactly thing that he did. She expressed her position, saying “I expect to [stay], but he’s unpredictable at the moment. But I do have a term. So my term is over in 2018. Even if he appoints [someone], I will inform him nicely [that I have a term], and then sana nga (I hope) if he needs me, he will see that he’ll be lucky to have me as [chair of CHED]”. Polytechnic university of the Philippines plagiarism case is a proof that not only students plagiarize, but teachers as well.
